The Springfield Parking Authority invites sealed bids for the Repair and Preventative Maintenance of the Civic Center Parking Garage, 41 Harrison Avenue, Springfield, MA 01103, in accordance with Contract Documents prepared by DESMAN Associates, 18 Tremont Street – Suite 300, Boston, MA 02108. The work of this contract includes, but is not limited to: structural repairs generally consist of repair of pre-cast and cast-in-place concrete replacement and supplementing existing structural steel frame. The existing structural steel frame is also scheduled to be cleaned and painted. Waterproofing repairs consist of pre-cast joint sealant replacement, expansion joint replacement and application of traffic bearing waterproofing membrane
Sealed bids for the General Contract on forms furnished by the Springfield Parking Authority will be received at the office of the Springfield Parking Authority, 150 Bridge Street, Springfield, MA 01103 until 3:00 PM local time (EST) on Wednesday, October 24, 2018. All General Bids will be publicly opened and read aloud immediately thereafter.
There are no Filed Sub Bidders for this project.
Each General Bidder must be certified by the Department of Capital Asset Management and Maintenance (DCAMM) for the category of work and dollar amount of this project and to be considered must submit with his or her Bid, a DCAMM Certification and Update Statement indicating additional work or contracts performed or executed after the certification date. The category of work for this Project is General Construction. The estimated construction cost of this project is $300,000.
Each General Bidder may obtain complete sets of the Bidding Documents, including Bid Forms, after 2:00 PM local time (EST), on Wednesday October 10, 2018, at the Springfield Parking Authority website: https://www.SpringfieldParkingAuthority.com/bids/. Copies of Addenda will be mailed or delivered electronically or registered Bidders without charge.
Each General Bid and filed Sub-Bid shall be accompanied by Bid Security equal to five (5%) percent of the Bid amount in the form of a Bid Bond, Certified Treasurer’s or Cashier’s Check, issued by a responsible U.S. bank or Trust Company, payable to the Springfield Parking Authority. Each Bidder shall attached required Bid Bond or Check to the Bid Form.
The Bid Securities of all General Bidders, except those of the three lowest responsible and eligible General Bidders, will be returned within five (5) business days, after the opening of the General Bids.
The Springfield Parking Authority reserves the right to waive any informalities and to reject any or all General Bids not deemed to the in the best interest of the Authority. (Ch. 149, Sec. 44E).
The successful General Bidder will be required to furnish a Performance Bond and a Labor and Materials Payment Bond as required by the Contract Documents.
All bids for this Project are subject to the provisions of Massachusetts General Laws (Ter. Ed.), including without limitation, Chapter 30, Section 39M as amended; Mass. G.L. Chapter 149, Sections 44A through 44L inclusive; and Chapter 149, Section 26 through 27D inclusive.
Attention is directed to the fact that no less than the minimum wages set forth in the Contract Documents must be paid on this Project and that on Sales Tax should be included in the bid.
All bids shall remain in effect for sixty (60) days, Saturdays, Sundays and legal holidays excluded, after the opening of the General Bids.
The Springfield Parking Authority supports minority and women (MWBE) participation, as well as hiring locally, in all contracts.

REQUEST FOR INFORMATION
To provide information to the Springfield Parking Authority, relative to approaches for initiating renovations and revising the use and management of its publically owned live entertainment venue located at City Stage Theater in downtown Springfield.
The Springfield Parking Authority (“SPA”) is in the process of gathering information and researching approaches:
The SPA seeks to gather information from qualified architectural, engineering, financial, and planning firms, as well as firms experienced in the operations, management and booking of live entertainment venues, performing arts centers, civic centers, private events, cultural centers, universities, think tanks, governmental entities, researchers, and any other interested entities/parties to help inform the SPA’s approach for developing the best practice strategies to finance, renovate, reuse, operate, and manage the publically owned live entertainment venue.
This RFI is being used to gather market research for the SPA to make decisions regarding development of strategies for the SPA on how the publically owned live entertainment venue can be renovated, reused, operated, and managed to successfully integrate with the ongoing redevelopment of the downtown Metro area. This information gathering is referenced as the “Project” in this RFI. The Project is aimed at utilizing the City of Springfield’s and the SPA’s assets to further downtown development that serves to support Springfield’s reputation as a destination point and livable community for people across the region, providing a lively atmosphere full of attractions that promote public enjoyment of the downtown area and economic opportunity.

SPRINGFIELD PARKING AUTHORITY
RULES GOVERNING USE OF PARKING FACILITIES
EFFECTIVE: JULY 1, 2018
The following rules, regulations and fines with respect to the use of all parking facilities owned or operated by the Springfield Parking Authority (hereinafter the “Authority”), are hereby adopted to be effective on the date above. In addition to the fines stated in the following rules, any vehicle which is found to be in violation of any rules may be towed and stored at the owner’s expense. Neither the garage operator, nor the Springfield Parking Authority, nor any entity participating in any removal shall have any liability to any person for any loss or damage on account of such removal. All costs accrued in such removal accrue to the owner.
At the election of the Authority, the fines stated below shall be imposed on the registered owner of the vehicle found to be in violation of the rule or on the person committing the violation. The word “parking” in these rules shall refer to vehicles whether they are occupied or unoccupied and whether or not their motors are running.
No vehicles shall be parked except totally within the lines of marked parking spaces so that no more than one space is used by a single vehicle, and no part of the vehicle projects into abutting aisle or space.
Penalty for violation: $25.00 fine (Violation 01)
No vehicles shall be parked so as to block or obstruct any driveway.
Penalty for violation: $25.00 fine (Violation 02)
Except upon entering a parking space, no vehicle shall be parked at a meter where the overtime signal is displayed.
Penalty for violation: $25.00 fine (Violation 03)
No monthly parkers shall park their vehicles in areas where monthly parking is posted as being prohibited.
Penalty for violation: $25.00 fine (Violation 04)
No transient parkers shall park their vehicles in areas posted for monthly parkers alone.
Penalty for violation: $25.00 fine (Violation 05)
No vehicle shall be parked in a facility that is closed to the public.
Penalty for violation: $25.00 fine (Violation 06)
Vehicles shall not be parked for more than the posted time in a loading zone.
Penalty for violation: $25.00 fine (Violation 07)
The operator of any vehicle which causes injury or death to any person or damage to the property of the Authority or other persons shall report such incident immediately to the representative of the Authority in the facility or, if there is no representative in the facility, shall immediately notify by telephone the Springfield Parking Authority office and shall file with the Authority such accident report forms as it may require, with 48 hours of the incident.
Penalty for violation: $25.00 fine (Violation 08)
No person shall operate a vehicle in a facility at a rate of speed which is unreasonable for the conditions existing at the time, and in no event, at a rate of speed which exceeds the posted speed limit of five (5) miles per hour.
Penalty for violation: $50.00 fine (Violation 10)
No person shall drop, throw, place or caused to be dropped, any litter, trash, garbage, refuse or other debris in or from any parking facility.
Penalty for violation: $50.00 fine (Violation 12)
No vehicle shall be parked in areas marked “No Parking” or in areas which are painted in cross hatches.
Penalty for violation: $25.00 fine (Violation 13)
No vehicle shall be parked in a space marked “Reserved” unless the operator of the vehicle has leased that specific parking space.
Penalty for violation: $50.00 fine (Violation 14)
No vehicles shall be parked so as to block other vehicles or otherwise prevent other vehicles from being removed from a parking facility or so as to impede access to any elevators, stairs or pedestrian walkways.
Penalty for violation: $25.00 fine (Violations 15 and 16)
The facility shall be used only for the parking of motor vehicles and no commercial, business, professional or social activities shall be conducted in any facility except with the prior written approval of the Authority.
Penalty for violation: $50.00 fine (Violation 17)
No person shall remove a vehicle from a facility without paying the proper charges for parking therein.
Penalty for violation: $50.00 fine (Violation 18)
No vehicles shall be parked in posted Handicapped Parking spaces except vehicles bearing official Handicapped license plates issued by the Massachusetts Registry of Motor Vehicles, or other appropriate identification.
Penalty for violation: $150.00 fine (Violation 19)
No person shall injure, deface, paint, write on, put graffiti on, destroy, remove or carry of any sign, tree, shrub, equipment or other property in a parking facility or the structure of the parking facility.
Penalty for violation: $100.00 fine (Violation 20)
No vehicle shall be parked in a pay and display facility when the time on the parking ticket has expired.
Penalty for violation: $25.00 fine (Violation 21)
No person shall park their vehicles in any facility without proper notification to the Authority. Only vehicles with registration information provided on a current Springfield Parking Authority Monthly Parking Agreement will be considered authorized as a monthly parker. Any unauthorized vehicle found parked in any facility will be towed at owner’s expense.
Penalty for violation: $50.00 fine (Violation 23)
No person shall operate a vehicle in a facility against the posted travel direction or any other posted directions for that facility.
Penalty for violation: $25.00 fine (Violation 24)
No vehicles shall be parked in any facility without having current registration and displaying current license plates issued by the Massachusetts Registry of Motor Vehicles or other appropriate identification. Any unregistered vehicle found parked in any facility will be towed at owner’s expense.
Penalty for violation: $50.00 fine (Violation 25)
No vehicle that is in unsafe condition or is otherwise incapable of being operated in the manner for which it was designed shall be parked in any facility. This includes, but is not limited to, flat tires, broken windows, leaking fluids or without current registration issued by the Massachusetts Registry of Motor Vehicles or other appropriate identification. The parking garage may not be used for vehicle storage or repair. Any vehicle or equipment remaining in the garage for more than 5 continuous days may be deemed abandoned and be towed at owner’s expense. The garage operator will endeavor to, but is not required to, contact the owner by mail, telephone or other means prior to removal.
Penalty for violation: $50.00 fine (Violation 26)
No vehicle shall be parked in a space marked for reserved parking which is not expressly authorized by the Authority to park in that space.
Penalty for violation: $25.00 fine (Violation 27)
No person shall allow a vehicle to be parked overtime, beyond the period of legal parking time established for any parking meter or to deposit in any parking meter any coin for the purpose of parking beyond the maximum legal parking time for the particular parking meter.
Penalty for violation: $25.00 fine (Violation 28)
