Mayor Sarno Names New Board Appointments

Springfield, MA – Mayor Domenic Sarno announces that upon the retirement of Chairman Al Chwalek, he has appointed Mr. Aaron Senez of 46 Bronson Terrace to the Springfield Parking Authority (SPA). Mr. Senez is a graduate of the University of Massachusetts, Amherst with a B.A. in Sociology. He has owned and operated Aaron Transport LLC since he founded the company in 2011. Mayor Sarno has also named longtime SPA board member Thomas Lott of 207 Forest Park Avenue as the new SPA Chair.

Named to the School Building Commission is Mr. Colin McQuade of 1081 Dickinson Street. Mr. McQuade earned his B.S. in Sociology in Criminal Justice at Suffolk University and his M Ed. in Administration of Higher Education at Merrimack College. He currently works as Coordinator for Student Activities and Campus Center Operations at American International College.

Mayor Sarno states, “I am very appreciative of Mr. Senez and Mr. McQuade’s willingness to serve our city and bring a new insight to their respective boards. Also, very appreciative of Mr. Lott’s continued belief and investment in our city and our SPA as he becomes its new Chairman.”

Legal Advertisement – Request For Proposals – Private Management Services – CityStage Theater

The Springfield Parking Authority (SPA) is soliciting proposals from interested parties for the disposition, by lease, of the City Stage Theater located at One Columbus Center, 150 Bridge Street, Springfield, MA 01103. The CityStage Theater is a multi-story building with 40,000+/- square feet of gross building area, with one theater with a stage and seating capacity of 475, a smaller theater with a stage and seating capacity of 87, a rehearsal hall, office space and dressing rooms/showering facilities. The CityStage Theater consists of a single parcel, with adjacent paid parking. CityStage has a business address at One Columbus Center and is located on the corners of East Columbus Avenue, Worthington and Bridge Streets. As-built plans for the CityStage Theater are available for inspection at the Springfield Parking Authority, 150 Bridge Street, Springfield, Massachusetts 01103, Telephone No. (413) 787-6118.

This solicitation is being conducted in accordance with the provisions of Massachusetts General Laws Chapter 30B, Section 16 and all lease documents must be strictly awarded in accordance with the requirements of the Request for Proposals regarding Real Property Transactions. If it becomes necessary to revise any part of this RFP or otherwise provide additional information, an addendum will be issued to all prospective proposers who received copies of the original request.

Proposals are due on June 20th, 2016, at 2:00 PM, in the SPA Office, 150 Bridge Street, Springfield MA 01103-1417. An award will be made within 30 days to the most advantageous proposer, and Lease Agreement must be executed with the Authority within 45 days from the date the winning proposer is notified in writing that its proposal was accepted by the Springfield Parking Authority Board of Directors. Specifications and required forms are available on the Springfield Parking Authority website at Proposals will be opened in the Parking Authority Office at 2:00 PM on the date due by the Chief Procurement Officer. The opening of the bids is public. All bids must be received in sealed envelopes properly marked prior to the deadline.

A Parking Ban will be in effect beginning this morning, February 8, 2016 at 9:00am, until Tuesday, February 9,2016 at 4:00pm.

NO PARKING on the ODD side of the street

from 9:00 A.M. through 4:00 P.M.

NO PARKING on the EVEN side of the street

from 7:00 P.M. through 7:00 A.M.

The Parking Ban includes all metered parking spaces.Vehicles in violation will be ticketed and/or towed during the Parking Ban

The Springfield Parking Authority provides parking when a Parking Ban Notice is issued.

Snow Ban parking will be available at the Civic Center Garage for a fee of $2.00 every 12 hours.

Parkers may access Civic Center Garage Friday at 8:00AM.

The parker must park on the 4th floor or higher. Do not park in spaces marked “Reserved”. There will be a yellow envelope left on the car for payment. The parker must put their spitter ticket in the envelope with payment and place envelope in the yellow box (located at booth) at the Harrison Ave. side when exiting the garage. Please note- the Civic Center Garage has a height clearance of 6’ 2” (six feet, two inches). Large vehicles or vehicles with roof racks are not able to park in the garage.

The Springfield Parking Authority today announced that an offer for reduced rate parking in the Civic Center garage has been extended.

In cooperation with the Springfield Parking Authority (SPA), MGM Springfield has made arrangements to make twenty-five (25) additional parking spaces in the Civic Center garage located at 41 Harrison Avenue available for monthly rental. The monthly rate will be subsidized by MGM Springfield, and is intended to minimize any increase in parking expenses faced by parkers displaced by MGM Springfield construction.  Parking will be offered at a rate of $60 per month until the opening of MGM’s garage at which time normal rates will apply.

To take advantage of this opportunity, parkers must enroll in a new monthly parking agreement. Enrollment will be offered until Friday, January 29, 2016 or until the allocated spaces are exhausted.  Customers of the Springfield Parking Authority prior to February 1, 2015 are not eligible.  We do not anticipate another enrollment period for this parking program.

Current Issues and Pending Projects

Please remember that credit cards are accepted at all of our facilities.  Please use this payment method whenever possible.  Also, if you have any unused chip coins in your possession, please return them to the SPA office at your earliest convenience.

JF White-Schiavone, the contractor for the viaduct project, began the initial phase of its work in July.   Parking capacity continues to be sufficient to meet demand.  We expect that construction on the decks, when it begins in the fall, will not adversely affect this situation.  As stated previously, the Authority will send email notifications to existing customers and post updates on our website as necessary.  The potential impact of this project in our garages is being monitored regularly and additional contingency planning continues.

As requested previously, if you are a monthly parker, please make sure that the information you provide us regarding your vehicles is updated as changes occur.  Our security contractor, M.J. Norton Co., issues tickets on unauthorized vehicles left in our garages and lots after closing.  Many of these tickets prove unnecessary and are voided due to inaccurate information on file.  Please let us know if you have changed vehicles or need to add a second vehicle to the information on file here.  It is also helpful if we have your updated contact information including an email address and daytime telephone number.

The Authority has purchased a fourth Smart car for use in parking enforcement.  Electric vehicle charging stations are available for your use at no charge (except for the parking fee) in the I-91 North garage and in the Columbus Center garage.

Recent facility upgrades include the following: 1) ongoing renovation of the Civic Center garage which should be completed in late October; 2) new signage at the North and South garages; 3) new lighting on the first floor of the I-91 North garage.  Plans to replace the lighting on the second deck of both garages is postponed until the viaduct project work is completed; 4) bids are being solicited to replace all curb stops in the Taylor garage.

We expect to introduce a pay by phone mobile application for customer use for meter parking fees in the fall.
