RFP # 2017 – 07: PARC System for Parking Garages (4 Garages)

The Springfield Parking Authority (SPA) is soliciting proposals from qualified Parking Revenue Control Equipment companies for the replacement of its existing Parking Access Revenue Control (PARC) System with a modern, more efficient, user-friendly, and cost effective PARC System. At this time, SPA is looking to replace the PARC System in four (4) of its garages.
This solicitation is being conducted in accordance with the provisions of Massachusetts General Laws Chapter 30B, and an award will be made to the responsive and responsible proposer offering the most advantageous proposal. If it becomes necessary to revise any part of this RFP or otherwise provide additional information, an addendum will be issued to all prospective proposers who received copies of the original request.
The Request for Proposals (RFP) will be issued beginning April 11, 2017, and will be made available electronically to interested parties who submit requests via email to the contact person at the address listed above.
The Springfield Parking Authority supports minority and women (MWBE) participation, as well as hiring locally, in all contracts.
The Springfield Parking Authority reserves the right to reject any and all proposals where it deems such action in the best interest of the public and/or the Springfield Parking Authority: and at its sole discretion, to pursue any and all actions it deems in the Springfield Parking Authority’s best interest regarding this Request for Proposals.
Responses are due on Monday, May 8th, 2017, before 2:00 p.m. (EST) in the SPA Office, 150 Bridge Street, Springfield MA 01103-1417. An award will be made within 30 days and contract negotiations may begin at that time with the Proposer offering the most advantageous proposal. All responses must be received in accordance with the requirements set forth in the RFP, prior to the deadline.
